State Line Animal Hospital now offers a separate entrance and facility for our feline patients to help keep them as calm as possible. It can be stressful enough to take a cat to the vet, especially when the space is shared with other animals, such as loud barking dogs.

A spate of illiberal legislation has recently emerged in state legislatures. A dangerous form of law with a dark past lurks among the troubling proposals: the criminalization of movement. In Missouri and Idaho, legislators have proposed draconian laws that would burden or criminalize residents who leave the state for purposes the state deems immoral. These proposals are incongruous to a fundamental, associative right to travel that is embedded in the American constitutional tradition.

Should legislation of this ilk become law in states across the country, federal courts must explicitly recognize what has long been true, but perhaps buried, in many discussions on the right to travel. First, there is a presumptive right to travel for the benefit of securing lawful goods and services permitted in other states without criminalizing a right to return home. This is already contemplated by the first component of the right to travel articulated in Saenz. Second, and most critically, there is an associative component to the right to travel that is part of national citizenship.

Counties can become a part of Idaho. State lines have been relocated many times in American history because it just takes an interstate compact between two state legislatures and approval of Congress.

2. END THE GRIDLOCK in the Legislature: Without these counties, Republicans in the Oregon Legislature would no longer have the numbers to deny quorum by walking out or slow the legislature by forcing bills to be read in full. Democrats would keep the supermajority needed to pass financial laws. Oregon would make progress, becoming more liberal than Washington state, although not as liberal as New York or California. No Republicans would be added to the US Senate or US House by this change. The effect on the electoral college would only be half an elector out of 538, or less than 0.1%.

4. SELF-DETERMINATION: Moving the border allows each side of the state to get the kind of governance that is desired by the majority of its own residents. Oregon would no longer hold eastern Oregon captive against its will, and eastern Oregon votes would no longer affect Oregon elections.

Goat Hill: From U.S. Route 1 South: Approximately 2.5 miles past the Maryland state line, turn right onto Red Pump Road. Continue straight on Red Pump Road (past Freemont Road and Pleasant Drive intersections) to the powerline and the well-marked Goat Hill parking lot on the left.

Goat Hill Barrens is accessible from February through September (and closed to the public from October through January). The Rose Trail traverses a portion of the preserve as well as part of the adjacent William Penn State Forest. While the state forest remains open in hunting season, visitors should wear blaze orange or other high-visibility clothing during that time.

The Nature Conservancy owns nearly 1,500 preserves covering more than 2.5 million acres across all 50 states. These lands protect wildlife and natural systems, serve as living laboratories for innovative science and connect people to the natural world.

Old Line State. According to some historians, General George Washington bestowed the name "Old Line State" and thereby associated Maryland with its regular line troops, the Maryland Line, who served courageously in many Revolutionary War battles. For a closer examination of the background on this nickname, see: The Origin of the "Old Line State", by Ryan Polk (2005).Free State. Maryland was first recognized as a "Free State" on November 1, 1864. On that date, the Maryland Constitution of 1864 took effect. By its provisions, slavery within the State's borders was abolished, and Maryland, indeed, became a free state. To celebrate the emancipation, under direction of the Baltimore City Council, five hundred guns were fired, bells were rung, and flags displayed "to attest the joy of the people at their great deliverance."Much later, the nickname "Free State" was used in a different context by Hamilton Owens, editor of the Baltimore Sun. In 1923, Georgia Congressman William D. Upshaw, a firm supporter of Prohibition, denounced Maryland as a traitor to the Union for refusing to pass a State enforcement act. Mr. Owens thereupon wrote a mock-serious editorial entitled "The Maryland Free State," arguing that Maryland should secede from the Union rather than prohibit the sale of liquor. The irony in the editorial was subtle, and Mr. Owens decided not to print it. He popularized the nickname, however, in later editorials.Maryland Constitutional Offices & AgenciesMaryland Departments Maryland Independent AgenciesMaryland Executive Commissions, Committees, Task Forces, & Advisory BoardsMaryland Universities & CollegesMaryland Counties Maryland Municipalities Maryland at a GlanceMaryland Manual On-LineSearch the Manuale-mail: mdmanual@maryland.gov

Governor Kathy Hochul today announced the commissioning of the Empire State Line, a project that will upgrade the energy transmission system that serves Western New York with a new, 20-mile 345 kilovolt line. Operated by NextEra Energy Transmission New York, the Empire State Line will increase transmission capacity and integrate more renewable energy into the state's electric grid.

Developed and now operated by NextEra Energy Transmission New York, Inc., the new 20-mile 345 kilovolt line connects the new Dysinger switchyard in Royalton, NY with the new East Stolle switchyard in Elma, NY. In addition to providing access to existing renewable resources, the new transmission line advances New York's clean energy goals by supporting the integration of future renewable resources from Western New York.

The Empire State Line marks progress toward exceeding New York State's goal to achieve 70 percent electricity from renewable sources by 2030 and a net zero-emission grid by 2040. The new project will enable the transmission of an additional 3,700 megawatts of renewable energy throughout the state. The project is estimated to provide $950 million in lifetime customer savings and avoid 7.4 million tons of carbon emissions. Upgrading New York's transmission system with projects like the Empire State Line will provide better environmental outcomes through emissions reduction and improved grid reliability.

President of NextEra Energy Transmission Matt Valle said, "Energizing the Empire State Line project connects New Yorkers to renewable energy. As NextEra Energy Transmission's first operational transmission asset in New York State, the Empire State Line supports the state's nation-leading goals to decarbonize the grid and provides New Yorkers with improved access to clean energy."

President and CEO of the New York ISO Rich Dewey said, "Through collaboration among NextEra Energy Transmission New York, the New York ISO, and the State, the Empire Line will improve system reliability and deliver additional clean resources to consumers. This project brings us that much closer to realizing a reliable grid of the future, while providing cost savings and reaching the state's emissions goals. We're proud to have played a role."

Assemblymember Michael Cusick said, "While we focus much of our attention on generating renewable energy and building renewable generation projects across the state, it is important that we remember the crucial role that transmission plays in achieving our state's energy goals. Without sufficient transmission, renewable energy generation cannot meet its full potential. Today's announcement demonstrates our commitment to ensuring that we have sufficient transmission capacity to reach our goals by providing clean and renewable energy across our state." 2ff7e9595c
